Chapter 54 - The Sovereign Sea

Forty miles off the coast of Rhode Island, beneath a veil of freezing Atlantic squalls, the surface of the ocean cleaved open.
The subterranean drainage canal beneath Level Zero had not been built merely as an escape tunnel; it was an industrial discharge conduit that emptied directly into an abandoned submarine pen carved into the rocky coastal bluffs during the Cold War. Tied to the rusted moorings was an interceptor vessel David Mercer had secretly maintained for seven years: an unmarked, radar-absorbent carbon-composite stealth launch capable of sixty knots.
The engines thrummed with a low, deep vibration that resonated through the hull as Miller completed the pre-flight diagnostic on the helm displays.
"Storm’s giving us thirty-knot surface chop," Miller reported, strapping into the pilot's station. "Thermal satellites won't see us through this cloud deck, but the *Aegis Sovereign* runs continuous surface-search radar. Once we break the twelve-mile international boundary, their automated defense grid will paint us as hostile."
Julian stood behind Miller, checking the magazine of a suppressed tactical rifle before locking it into the receiver with a crisp snap. "Can their grid differentiate between my biometrics and the duplicate's?"
"No," David Mercer’s voice answered over the encrypted satellite headset. "The defensive lattice on that ship was built on the core meridian protocol. It accepts Julian’s genetic signature as the administrator. But Eleanor knows this. She will have instituted a dual-custody fail-safe. If the ship's internal security detects two identical administrator beacons within five hundred meters of each other, the mainframe enters a conflict arbitration mode."
"What does arbitration mean?" Vanessa asked from the rear bench, where she was meticulously fastening a flotation harness over her Kevlar vest.
"It means the system locks down all external data transfers," Julian replied, looking out through the reinforced windshield as the stealth launch cleared the sea-gate into the churning black waves of the Atlantic. "The ship isolates its servers. And the lattice forces both administrators to manually authorize the override at the central console."
"A duel," Vanessa said.
"A slaughter," Julian corrected. "Because the duplicate doesn't know that my biometric signature isn't just in my blood."
Miller shoved the throttles forward. The twin multi-fuel turbines screamed to life, and the stealth interceptor surged forward, cutting through the towering crests of the black ocean like an arrow hurled into the dark.

Ahead of them, invisible beyond the horizon, lay the floating sovereign citadel where Julian’s mother waited with the ghost that wore his face.
