Chapter 46 - The War Council

By dawn, the manor was surrounded by three rings of private armored vehicles and heavy machine-gun emplacements. The estate had transformed overnight from a quiet coastal sanctuary into an impregnable fortress.
In the subterranean command bunker, a massive holographic tactical map displayed the bay. Three miles offshore, anchored in international waters, sat a colossal black superyacht nearly five hundred feet long—the *Grand Leviathan*. Around it circled three armed escort corvettes flying flags of convenience.
Around the conference table sat men who did not appear in public registries. There was Viktor Vance, the exiled branch head who had opposed Sterling; General Vance-Kovacs, the disgraced former NATO logistics commander whom Sylvester had saved from prison; and two high-ranking officials from international financial compliance.
Lucas was upstairs asleep under Martha’s watchful eye, exhausted from the night's horrors. I stood beside Sylvester at the head of the table. No one questioned my presence. After last night, every man in that bunker looked at me with open respect.
"The Aegis Protocol holds seventy billion dollars in sovereign shadow assets," Sylvester explained, pointing to the offshore vessel. "Julian Vance built it to prevent the European syndicate from laundering illegal state funds through private shell banks. When Julian realized they intended to assassinate him and seize the ledger, he encoded the master key to his own bloodline."
"They cannot crack the encryption without the boy," Viktor noted, leaning forward. "Which means they cannot destroy the estate from afar with missiles. If they kill Lucas, the seventy billion is lost forever to the void."
"Correct," Sylvester said coldly. "Which is why Grand Duke Alexei Romanov has changed tactics. He knows he cannot take this hill by force without destroying what he needs. So he has invited me to neutral territory."
Marcus pulled up a satellite feed of an offshore oil platform that had been converted into an opulent private gambling club known across the high seas as the *Iron Pavilion*.
"Alexei wants a parley," Marcus said. "Tonight at eight. One negotiator each, no heavy weapons. If Sylvester does not attend, Alexei will release Julian Vance's old financial records to every intelligence agency on earth, framing Lucas as the heir to an international terror-financing syndicate."
"It's a trap, Sylvester," I said immediately, catching his sleeve. "You can't go onto their water. That platform is surrounded by their fleet."
Sylvester looked at me, a cold, predatory smile touching the corner of his lips. "It is a trap, Elena. But they made one crucial mistake."
May you like
"What mistake?"
"They think I am going there to negotiate."
