Chapter 94 - Voice of the Leviathan

The speaker hissed with white noise, followed by the deep, rhythmic drone of powerful ship engines cutting through heavy seas. When the voice arrived, it was layered with distortion, sounding ancient, cultivated, and utterly devoid of human warmth.

"So," the voice echoed, speaking with an imperious mid-Atlantic cadence. "The stray dog of Beacon Hill has found his master’s whistle."

"You sent a sniper to my front door," I said evenly, leaning over the console. "He missed. His spotter is currently bleeding out in my woods, and you have four hours and thirty minutes before I turn your private transponder into scrap metal."

A low, resonant chuckle filtered through the line. "Arrogant, just as your grandfather was before we humbled him. You believe that because you bankrupted your brother and stripped Arthur Harrington of his pathetic holding companies, you are untouchable. You are swimming in an aquarium, Brian. We control the ocean."

"You control an extortion ring that hides behind maritime treaties," I replied. "And you made a mistake by pointing weapons at my wife and son."

"Let us correct your perspective," the voice said coldly. "At this very moment, three unflagged container vessels—the *Cerberus*, the *Vanguard*, and the *Gorgon*—are cruising eighteen miles off your coastline, just outside territorial waters. Their cargo does not consist of consumer electronics. Inside each hull sits a containerized short-range EMP battery and automated guided ordinance targeting the electrical sub-stations from Boston to Virginia."

Harris gasped quietly beside me, furiously typing coordinates into his terminal.

"We do not desire your ruin, Brian," the Council spokesman continued. "We desire continuity. Arthur was a useful idiot who ensured our passage through the northern ports without federal interference. If you step into his seat, pledge the Harrington docks to the Grand Council, and hand over your mother’s ring, your family lives in unimaginable luxury. Refuse, and within four hours, the Eastern Seaboard goes dark—and your estate will be burned until not a blade of grass remains."

"And if I want to negotiate face-to-face?" I asked, my voice calm, belying the fury surging through my veins.

"Then bring the ring to the coordinates flashing on your display. International waters. The deep-sea platform *Tartarus*. Come alone by helicopter, or we drop the sky on your continent."

The line severed with an abrupt click.

Harris looked up from his console, his complexion pale under the fluorescent lights. "Brian... he wasn't lying. NORAD radar logs show three massive maritime signatures idling right along the edge of the shelf. If they launch, our civil defense won't react in time."

"Then we don't wait for them to launch," I said, sliding the ring into my coat pocket. "Harris, prep the Gulfstream and notify the maritime black-ops wing we contracted during the harbor siege. We’re going offshore."
