Chapter 48 - What Justice Really Looked LikeTwo years after the Havenbridge fundraiser, the restitution program published a comprehensive progress report.

All identified claims had been reviewed through the independent process.

Some families had received full payments.

Others had accepted documented settlements or remained eligible for additional distributions as assets were recovered.

The rebuilt housing initiative had expanded its assistance programs.

Its leadership included people who had once been denied the help they were promised.

And Harbor Row's community land trust was operating under resident-majority governance.

Not every problem had disappeared.

Repairs continued.

Budgets required constant attention.

Some families had chosen relocation and were beginning new lives elsewhere.

But those decisions had been supported rather than imposed.

Kalista attended the annual public meeting as a donor.

Not as an owner.

Not as a controlling executive.

And certainly not as a savior.

Rebecca stood at the microphone.

"My son has a safe bedroom now," she said.

She smiled toward Kalista.

"And when we decided to relocate, people actually listened to what we needed."

Margaret spoke next.

"Our building belongs to a trust that includes the people who live in it. We know the budget. We know the repair plans. We vote."

Applause filled the room.

Lenora sat beside Kalista.

"Look at them," she whispered.

Kalista nodded.

"I am."

After the meeting, Marcus approached.

He carried the latest information about Celeste's criminal case.

Following negotiations with prosecutors, Celeste had entered guilty pleas to financial offenses supported by the evidence. Sentencing would include substantial restitution obligations and a prison term determined by the court.

Her company had undergone restructuring and independent review.

Several civil recovery matters remained open.

Kalista read the summary.

Then handed it back.

"Make sure the administrator has everything needed for the outstanding claims."

Marcus nodded.

"Already in progress."

He studied her.

"You don't want to know how much she lost?"

Kalista smiled.

"No."

"Really?"

"I know what the families gained."

She looked toward Margaret, laughing with her neighbors.

"That's enough."
