Chapter 22 - The Woman Sterling Never BetrayedCeleste Vale did not resemble the kind of woman who needed to threaten anyone.

She was forty-seven, impeccably dressed, and famous for transforming neglected neighborhoods into fashionable commercial districts.

Her company had renovated hospitals, acquired office towers, and developed luxury waterfront properties.

Business magazines called her a visionary.

Housing advocates called her something else.

Kalista discovered that within an hour of reviewing Vale Urban Partners.

"She's been purchasing redevelopment rights around Harbor Row for six years," Marcus explained.

"Why Harbor Row?"

"Cheap properties. Valuable waterfront access. And residents who can't afford lengthy legal battles."

Kalista studied the map on his tablet.

Eighteen households occupied the apartment buildings included in the proposed redevelopment.

Several had previously applied for assistance through Havenbridge.

Some were still waiting for restitution.

"How many face displacement?"

"All eighteen, eventually, if the proposal proceeds without meaningful tenant protections."

Kalista closed the file.

"Then we stop it."

Marcus shook his head.

"Not so fast. Vale has legitimate purchase options. The city hasn't approved the public financing package, but the underlying transactions aren't automatically illegal."

"What about the North Quay money?"

"We have suspicions. Not proof."

Kalista stood beside her office window.

Ten months earlier, she would have solved the problem by buying the properties herself.

Now she understood why that answer was incomplete.

The residents needed ownership, stability, and a voice in their future.

Not another wealthy person deciding everything for them.

Her assistant interrupted.

"Ms. Vale is here."

Kalista turned.

"She didn't have an appointment."

"She said you'd make time."

A moment later, Celeste entered.

Her smile was elegant and entirely without warmth.

"Kalista. I've wanted to meet you."

"Then you should have called."

Celeste laughed.

"I understand why Sterling underestimated you."

Kalista gestured toward a chair.

"Let's skip the compliments."

Celeste remained standing.

"You destroyed a man's empire. Very impressive."

"He destroyed himself."

"Perhaps. But now you're interfering in my business."

"Your business involves families who were already cheated once."

Celeste's smile faded.

"Let me give you some advice. You won your war. Enjoy your victory."

"And if I don't?"

May you like

Celeste leaned closer.

"Then you may discover that Sterling was never the most dangerous person in the room."
