Chapter 17 - The Ghost in the Harbor

Two weeks later, the physical wounds of the estate had healed, but the outer world remained volatile.
Federal marshals had systematically rolled up the domestic syndicate cells, but Julian Vance remained unaccounted for. After fleeing through the stables during the night of the attack, he had vanished into the maritime slipways of the Chesapeake Bay.
Inside Ethan’s private study, Marcus unrolled a thermal surveillance map of Baltimore Harbor.
"Coast Guard found an abandoned 40-foot sportfisher docked near Pier 14," Marcus reported. "Registered to a shell company tied to Julian’s old aliases. Engine was warm three hours ago. Local port security caught movement inside an abandoned cold-storage warehouse at the perimeter."
"He’s waiting for an outbound container ship," Elena analyzed, tracing the tidal currents on the harbor map. "The freighter Sovereign Star clears customs at 2:00 AM for Tangier. Julian has fake maritime credentials under the name Cole—my father’s surname."
Ethan’s eyes darkened. "He used your father's name?"
"He used it because he knows my father’s old clearance codes are still grandfathered into the harbor terminal databases," Elena said, her eyes flashing with resolve. "If he boards that ship, international maritime law makes extradition impossible in North Africa."
"Then we end this tonight at the docks," Ethan said, pulling on a black tactical windbreaker. "Marcus, coordinate with the Port Authority, but keep the sirens off. Julian only fights when he thinks he can slip through a blind spot."
"I'm coming with you," Elena stated without hesitation.
Ethan paused, looking at her. "Elena, it’s a high-risk maritime quadrant."

"He dishonored my father’s name, Ethan," she replied, her voice firm as granite. "And he threatened our family. I’m not staying behind."
Ethan nodded once. "Grab your gear."
