Chapter 51 - The Citadel of Shadows

The naval base at Norfolk, the largest naval installation on earth, was in the grip of a total tactical lockdown.
Sirens wailed across the sprawling harbor, their red strobes reflecting off the dark, churning waters of the Elizabeth River. Armed Humvees patrolled the perimeter gates, manned by private security forces operating under the emergency authorization of Deputy Secretary Arrington.
Out at Pier 12, the *USS Leviathan*—a three-hundred-foot, experimental nuclear-powered stealth submarine wrapped in radar-absorbent black composite tiles—was slowly sliding away from the dry dock.
On the open conning tower stood Admiral Sterling.
His face was bandaged where the glass from the Istanbul server had sliced into his flesh, his uniform immaculate, his cold eyes watching the tugboats guide his ultimate weapon into the deep channel leading toward the Chesapeake Bay.
Below on the pier, strapped to a hand truck like cargo, sat the sealed refrigerated container containing the corpse of Arthur Vance.
"Uplink confirmed, Admiral," a technician reported from the bridge cockpit below. "The drone guidance system has locked onto the automated GPS coordinates twenty miles off the coast. Once the reactor reaches critical pressure, the magnetic containment fail-safe will disengage. The resulting EMP and radiological surge will blind the entire Eastern Seaboard."
"And the world will watch the heroic Admiral Vance take the blame for destroying his own homeland," Sterling said, a chilling smile touching his lips. "Let them search the wreckage. They will find Arthur’s DNA in the control seat and Ethan’s signature on the forged access keys."
"Admiral!" the technician shouted suddenly, his voice cracking with alarm. "The gate! Gate 5 has been breached!"
Sterling snapped his head toward the southern perimeter.
A convoy of twenty heavy black tactical vehicles, led by an armored Oshkosh combat truck, smashed through the concrete barrier of Gate 5 at sixty miles per hour. The reinforced steel gates were torn from their hinges, sent flying into the security kiosks like scrap metal.
Behind the convoy came four hundred armed men, moving in disciplined tactical bounding overwatch, sweeping through the private security checkpoints with devastating efficiency.
Non-lethal flash charges, beanbag rounds, and surgical small-arms fire disabled the perimeter guards before they could even draw their sidearms. The loyalist forces didn't come to slaughter their fellow sailors—they came to cut out the rot at the head.
From the lead vehicle stepped Ethan Vance.
I didn't run. I walked down the length of Pier 12, flanked by Miller and Brody. In my right hand, I carried an M4 carbine held at low ready. In my left hand, I held the brass compass of Arthur Vance.
"Sterling!" my voice roared across the water, amplified by the base’s high-power emergency PA system. "Cut your engines and stand down! You are under arrest for high treason, kidnapping, and the murder of a naval officer!"
Sterling stared across the water at me, his bandaged face twisting into an expression of rabid fury.
"You're too late, Ethan!" Sterling shouted back through the submarine’s megaphone. "The Leviathan's ballast tanks are flooding! The automated drive is engaged! You cannot stop a machine that has already chosen its grave!"
The massive submarine began to sink beneath the black surface of the river, water frothing violently around its composite hull. The gangway was retracting, the conning tower hatch slowly closing behind Sterling as he descended into the pressure hull.
"Miller! The crane!" I ordered.
Miller leaped into the control cab of a massive three-hundred-ton dry dock gantry crane towering over Pier 12. With a deafening roar of diesel hydraulics, the crane's massive steel arm swung out across the water.
A heavy, five-ton steel spreader bar dropped through the air like the hammer of Thor, smashing directly through the rear stern planes of the *USS Leviathan* before it could submerge completely.
The impact sheared the hydrofoils with a screech of tearing metal that echoed across the entire harbor. The submarine groaned, its propulsion stalled, pinned to the shallow bottom of the pier like a harpooned whale.
"Breaching team, on me!" I yelled.
Brody, Hayes, Reyes, and I leaped from the pier edge, landing hard onto the slippery, curved black deck of the half-submerged submarine.
I slammed the brass compass into the manual emergency hatch release on the upper deck. The analog gears inside the housing spun with a heavy, satisfying metallic *CLACK*.
The upper conning tower hatch blew open under pneumatic pressure.
I dropped through the hatch into the dimly lit, red-illuminated belly of the beast, my rifle raised.
The control room was a battlefield of flashing emergency consoles, warning sirens, and bleeding contractors who had been thrown against bulkheads by the crane's impact.
Standing in front of the master reactor console was Sterling, his sidearm drawn, aiming directly at my chest.
Behind him, mounted inside an open glass stasis capsule, was the frozen, gray face of my father, Arthur Vance.
"Drop the weapon, Sterling," I said, my sight never wavering from his forehead. "It's over."
"It's never over, boy," Sterling whispered, his finger tightening on the trigger.
Behind me, the hatch clattered shut with a sickening thud.
I didn't turn around, but the cold steel of a pistol barrel was suddenly pressed against the back of my own neck.
"He's right, Admiral," a voice murmured softly from the shadows behind me.
A voice I knew. A voice I had trusted with my life across twelve operations in the Levant.
It was Lieutenant Commander Reyes.
Her finger rested firmly on the trigger of her sidearm, pressed hard against the base of my skull.
"Forgive me, Ethan," Reyes whispered with cold, emotionless detachment. "You thought the Consortium only bought admirals. They buy the people who guard the admirals, too."
May you like
Sterling smiled—a bloody, triumphant grin that split his stitched face wide open.
"Welcome to the end of the Vance bloodline, Ethan," Sterling said, reaching his hand out toward the red detonation key on the console. "Now watch the world burn."
