Chapter 15 - The Ghost Pipeline

By the time we reached the surface, the rain had turned into a torrential downpour, beating against the reinforced pavement of the base airfield.

The Quick Reaction Force had secured the perimeter. Two smoldering vehicles sat near the shattered south gate, surrounded by naval police and federal SWAT teams. Red and blue emergency beacons swept across the drenched tarmac.

Arthur Vance—my uncle, Richard’s younger brother, and the former chief legal counsel for the naval district—was standing by an idling MH-60 Black Hawk helicopter, a heavy weatherproof trench coat pulled tight around his neck.

"Evelyn!" Arthur shouted over the deafening whine of the twin turbine engines.

I jogged toward him through the rain, Hayes trailing close behind. "What’s the situation at the Port of Norfolk?"

"The *Vanguard Star* filed emergency departure paperwork thirty minutes ago, claiming a sudden shift in commercial cargo deadlines," Arthur yelled, opening a waterproof tablet folder. "The port authority was compromised. Derek used an old maritime priority clearance your father established fifteen years ago that was never properly purged from the registry."

"How much time do we have?"

"She’s already slipping her moorings," Arthur said, his eyes dark with fury and sorrow. "Coast Guard Sector Hampton Roads dispatched two response boats, but the syndicate has armed fast-attack craft trailing the container ship in the channel. If the Coast Guard moves in without heavy tactical support, it’ll be a bloodbath."

"And Julian?" I asked.

"Port surveillance cameras confirmed it," Arthur said, showing me a still frame on the screen. "Derek was seen boarding the gangway twenty minutes ago. He was dragging Julian by the wrist. The boy was crying. Derek had a duffel bag and a sidearm tucked in his waistband."

Seeing the terror on that small boy’s face shattered whatever lingering restraint I had left.

"Derek thinks he can hide behind maritime law and three miles of open water," I said, turning to Hayes. "Master Chief, get the team."

Hayes smiled—a cold, terrifying baring of teeth. "The boys from DEVGRU’s Red Squadron are already on the bird, Admiral. They've been waiting for the green light since Derek laid his hands on you at the gala."

"This isn't an arrest anymore, Hayes," I said, stepping toward the open bay of the Black Hawk. "This is an interdiction of an active terror threat harboring stolen military ordnance and a high-value child hostage."

"Understood, ma'am," Hayes replied, racking the bolt of his MK18 carbine. "Rules of engagement?"

"Hostiles with weapons are free to engage," I said, climbing into the cabin. "Derek Vance is to be brought down alive if possible. But if he puts a weapon near Julian, put a round through his head."

The helicopter rose into the storm, banking sharply toward the dark, churning waters of the Chesapeake Bay.
