Chapter 41 - The Strike of the Ivory Gavel

Victoria Sterling-De La Vega’s patronizing smile did not merely fade; it was ripped from her face in a single, violent stroke, leaving her cheeks as pale and rigid as carved soapstone[cite: 7].

Her lead attorney leaped to his feet, knocking his leather folder onto the carpet with a dull flap[cite: 7].

"That is impossible!" the lawyer stammered, his cultured Swiss accent cracking into high-pitched panic[cite: 7]. "The physical keys were reported destroyed in the nineteen-seventy-four Rota fire[cite: 7]!"

"The fire was an arson set by your client's grandfather, Don Hector De La Vega, Counselor," Commander Evelyn Cruz stated, rising from our table and presenting a certified diplomatic folio directly to the court clerk[cite: 7].

"The United States Department of Defense tenders Exhibit Alpha," Cruz announced[cite: 7]. "The original 1968 Naval Custody Ledger, authenticated under the sovereign seal of the President of the United States[cite: 7]."

Chief Arbitrator Von Berg leaned forward, his spectacles trembling slightly on his nose[cite: 7].

He pulled a heavy brass optical magnifying loupe from his waistcoat pocket, picked up Key Number One with his bare hand, and brought it under the warm beam of the desk lamp[cite: 7].

His weathered thumb traced the hand-carved mechanical wards along the shaft[cite: 7].

"Key Number One: Chatham-Norfolk Intermodal Corridor[cite: 7]," Von Berg read aloud, his gravelly voice vibrating with profound historical awe[cite: 7]. "Serial Number 001-Alpha[cite: 7]."

He picked up the second key[cite: 7].

"Key Number Two: Setúbal-Hamilton Maritime Reserve[cite: 7]. Serial Number 002-Alpha[cite: 7]."

Von Berg looked up, his gaze fixing directly onto Victoria Sterling-De La Vega with an expression of cold, unyielding judicial disdain[cite: 7].

"Madame De La Vega," Von Berg spoke, his words cutting through the chamber like winter ice[cite: 7]. "You stood before this international tribunal and swore under penalty of perjury that these keys were lost[cite: 7]."

"Your Excellency..." Victoria gasped, her hands shaking violently as she clutched the edge of the mahogany podium[cite: 7]. "The... the keys were concealed unlawfully from the corporate beneficiaries! Under Article Twenty-Two, an unprobated asset must be liquidated through the cantonal courts—"

"Article Twenty-Two applies only to abandoned commercial equity, madam!" Von Berg roared, bringing his ivory gavel down with a concussive strike that echoed like an artillery shell off the vaulted plaster[cite: 7].

The judge stood up behind the bench, towering over the frozen litigators[cite: 7].

"Lieutenant Leonard Overstreet did not abandon this trust[cite: 7]!" Von Berg announced, his voice carrying the immovable weight of international law[cite: 7]. "He executed a perpetual testamentary nomination vesting full fiduciary authority in his surviving spouse, Diane Overstreet[cite: 7]!"

Von Berg pulled the master leather-bound register of the 1968 Treaty forward[cite: 7].

In the center of the brass-bound volume were two recessed, keyway slots forged into the heavy steel locking plate[cite: 7].

"Mrs. Overstreet," Von Berg said gently, his eyes softening as he looked down at me[cite: 7]. "Step to the register[cite: 7]."

I walked up the three carpeted steps to the elevated bench, picked up the two gold keys, and placed them into the matching mechanical keyways[cite: 7].

I turned them simultaneously ninety degrees clockwise[cite: 7].

CLACK-CHUNK.

The internal tumblers of the sixty-year-old sovereign register locked into place with a deep, concussive mechanical snap that vibrated through the floorboards of the palace[cite: 7].

A green indicator light mounted into the brass plate flared to brilliant, permanent life[cite: 7].

"The sixty-year statutory covenant is formally, unconditionally satisfied," Chief Arbitrator Von Berg decreed, striking his gavel for the final time[cite: 7].

"The sixty thousand acres of the American rail corridor and the allied port reserves are quieted in perpetuity under the sole ownership of the Leonard Vance Overstreet Family Trust[cite: 7]!"

The gavel struck the sounding block with a concussive, final crack[cite: 7].

"And pursuant to the Swiss Penal Code," Von Berg added coldly, looking down at Victoria, "this tribunal refers Victoria Sterling-De La Vega to the Federal Prosecutor of the Swiss Confederation for attempted sovereign asset extortion and international judicial fraud[cite: 7]!"

Two armed officers of the Swiss Federal Police stepped through the heavy oak doors of the chamber, their handcuffs rattling with crisp, metallic precision[cite: 7].
