Chapter 5 - The Federal Net

For three grueling hours, I walked Agent Ross and two federal prosecutors through the Carter family’s financial labyrinth.

I showed them the Hawkeye Materials shell corporations, the inflated municipal invoices, and the forged signatures on the urban renewal grants.

Most importantly, I played the recording of Richard Carter detailing the kickback scheme with the Cedar Falls city council members.

The lead federal prosecutor, a formidable woman named Sarah Vance, took off her reading glasses and let out a long, low whistle.

"Mrs. Carter, do you realize what you've handed us?" Prosecutor Vance asked, looking across the table with profound respect.

"We have been investigating Hawkeye Materials for eighteen months, but we couldn't pierce their offshore trust structures."

"This safe ledger connects the Cayman accounts directly to Richard Carter's personal signature."

"This isn't just municipal fraud; this is a RICO indictment that will dismantle their entire empire."

"What about Brad's loan application?" I asked, leaning forward.

"The three-million-dollar pledge using my name?"

Prosecutor Vance smiled—a cold, razor-sharp smile of an apex predator closing in on its prey.

"That loan application is federal bank fraud under Title 18, Section 1344."

"Because Brad submitted that document to an FDIC-insured institution with forged spousal financial disclosures,"

"He committed a federal felony the moment his messenger delivered it to the bank this morning."

"We are issuing an immediate grand jury freeze on every domestic account associated with the Carter family."

Agent Ross leaned forward, looking at the dark purple bruise on my lip.

"Mrs. Carter, did your husband cause that injury?"

"Yes," I answered without hesitation.

"Three nights ago, in front of his parents and sister, because I defended my parents against his mother's insults."

"And did he threaten you regarding the signing of these documents?"

"He told me that if I didn't sign by five o'clock today, his family would fabricate criminal charges to have me arrested."

Agent Ross picked up his phone, dialing the United States Marshals Service.

"Issue an emergency federal protection order for Megan Carter," Ross commanded into the receiver.

"And prepare four arrest warrants for immediate execution in Black Hawk County."

Prosecutor Vance turned back to me, sliding a certified document across the table.

"Mrs. Carter, under the Federal Whistleblower Protection Act and the False Claims Act,"

"Any citizen who exposes corporate fraud against public municipal funds is entitled to fifteen to twenty-five percent of all recovered assets."

"The Carters have embezzled an estimated twelve million dollars over the past decade."

"When we seize their commercial properties and liquidate their offshore holdings,"

"You will receive full restitution for your uncle's farm, and a statutory reward that will ensure you never have to work for anyone else again."

I closed my eyes for a single heartbeat, feeling the crushing weight of the last three days lift from my chest.

"What do you need me to do, Prosecutor Vance?" I asked.

"Go to a safe hotel in Des Moines, Megan," she replied warmly.

"Rest your face, drink some tea, and watch the five o'clock evening news."

"The Carter family is about to have dinner served by the United States government."
