Chapter 3 - The Paper Tiger

The sound of my rank echoed through the ballroom like an artillery shell.

Chloe dropped her clutch. It hit the marble with a dull thud, spilling designer cosmetics and several folded envelopes across the floor. She stared at me, her mouth opening and closing like a landed fish.

"Major?" Chloe whispered, her face draining of all color. "You're... you're a Major?"

"Major Natalie Carter," General Sterling supplied, stepping alongside me. "Directorate of Special Operations, Intelligence Support Activity. Two Bronze Stars for valor. A Purple Heart from the Kunar Valley that she received in a hospital bed while you were texting her asking for rent money."

Eleanor's hands were shaking visibly now. The arrogance that had fueled her for two decades was beginning to rot into panic, but she fought desperately to claw it back.

"Even so!" Eleanor shrilled, her voice cracking as several guests raised their phones, recording every second. "Even if she’s in the military, Robert’s survivor benefits belong to the family! The General Robert Carter Memorial Foundation and his military death gratuity were meant to support all of us! Chloe owes two hundred and eighty thousand dollars to private creditors. They are threatening to seize her townhouse! A sister has a moral obligation—"

"Chloe doesn't owe money to creditors for a boutique business, Mom," I said, cutting her off.

I took three slow, measured steps toward my sister. Chloe recoiled, pressing her back against a marble pillar as if trying to merge into the stone.

"What... what are you talking about?" Chloe stammered, tears of genuine panic now welling in her eyes. "My fashion line failed! The supply chain collapsed—"

"Your fashion line never existed," I said, pulling my smartphone from Ethan's pocket where he had been holding it for me. I unlocked the screen and held it up so the high-resolution documents were visible not just to them, but to Colonel Miller. "The entity you registered in Delaware was a shell company. You transferred the loan proceeds directly into offshore gaming accounts based in Curacao. You gambled away three hundred thousand dollars in eight months."

"That's a lie!" Chloe shrieked. "Mom, she's hacking my accounts! That's illegal! Arrest her!"

"It isn't a lie," Colonel Miller stated, pulling a manila folder from beneath her arm. "And Major Carter didn't hack anything. The Department of Defense Criminal Investigation Division, alongside the Treasury Department, has been monitoring those transfers for the past six weeks."

Eleanor froze. "Treasury? Why would the Treasury care about Chloe's personal debts?"

"Because," I answered, looking directly at my mother, "Chloe didn't just borrow money from commercial lenders. When those lenders cut her off, she went to the Department of Veterans Affairs and attempted to claim an emergency survivor disbursement against Dad's active pension."

The room seemed to drop another ten degrees.

"She couldn't do that without a primary beneficiary signature," General Sterling growled, his eyes narrowing into slits. "Robert named Natalie the sole custodian of that fund specifically because he knew what Chloe would do to it."

"Exactly," I said. "And yet, three weeks ago, a notarized power-of-attorney form arrived at the Defense Finance and Accounting Service. It bore my name, my military ID number, and my signature."

I stepped closer to Eleanor.

"Only problem was, Mom... on the date that document was allegedly signed in your living room in Richmond, I was aboard a C-17 transport over the Mediterranean returning from an operational assignment in Djibouti. My signature was forged."
