Chapter 15 - The Cold Chain

The revelation hung in the damp air of the ambulance like poisonous gas. A county judge, an entrenched figure of institutional authority, was the beneficiary behind Daniel’s web of engineered tragedies.
"Sterling is in on it," Rachel breathed. "That’s how Daniel always knew when police were looking into his garage permits. That’s how the crash investigation on Route 9 was closed within forty-eight hours."
"Daniel is Sterling’s collector and mechanic," Vance said, his voice flat and lethal. "When wealthy clients in this county need an inconvenient spouse, an uncooperative business partner, or an aging relative removed without raising suspicion, Sterling arranges the contract. Daniel builds the failure mechanism or brews the chemical cocktail. In exchange, Sterling protected him, erased his paper trails, and cleared his gambling markers."
Suddenly, Vance’s personal cell phone buzzed violently against his tactical vest. He pulled it out, looked at the caller ID, and swiped the screen.
"Vance," he answered.
Rachel watched the detective’s expression harden into granite.
"When?" Vance asked sharply. "How many men?... Understood. Pull your team back to the perimeter. Do not engage until SWAT arrives."
He disconnected the call and looked at Rachel and Melissa. "Daniel just hit the secondary lockup facility down by Pier 42. He didn't flee into the rail yards to hide. He used the storm drainage culvert beneath the tracks to bypass the perimeter cordon. He’s gathering his bug-out gear."
"What’s at Pier 42?" Rachel asked, adrenaline washing away the lingering dullness of the sedatives the paramedic had offered.
"A climate-controlled shipping container," Vance said, reaching for his sidearm, checking the chamber with a swift, mechanical snap. "According to the manifests we seized from his desktop computer, that container holds sixty liters of medical-grade anhydrous ammonia, his forged passports, and three hundred thousand in unregistered bearer bonds. If he reaches the water, he has a thirty-foot twin-engine cigarette boat moored at the marina."
"You can't go down there alone with just two patrol units," Melissa pleaded, grabbing Vance’s coat sleeve. "You don't understand how Daniel thinks! He doesn't retreat. If he knows he’s burned, he’ll burn everything around him!"
"I’m not going alone," Vance said grimly. "Two tactical squads are en route. But Pier 42 sits directly above the municipal water intake for the entire southern borough. If Daniel punctures those ammonia tanks to cover his escape, he’ll gas five square blocks."
Rachel stepped forward, her voice steely and resolute. "Take me with you."

"Are you insane?" Vance snapped. "You're a civilian, you're injured, and you're his primary target."
"He knows my voice," Rachel said, looking directly into the veteran detective’s eyes. "He spent thirty years convincing himself I’m weak, that I’ll always freeze when he bullies me. You need a distraction to get your tactical team close enough to secure the ammonia valves before he vents them. Let me give him what he thinks he wants."
